2019 Updates to CMS Medicare Communications and Marketing Guidelines (MCMG)


While there were a number of changes to the MCMG for 2020 the primary change for agents which I believe allows for more opportunity for enrollments is as follows:

Section 50 – Outreach Activities

Subsection 50.1 – Educational Events

Delete “future” from fifth bullet – May set up a future marketing appointment, and distribute business cards and contact information for beneficiaries to initiate contact (this includes completing and collecting a Scope of Appointment (SOA) form); and

Delete seventh bullet: “May not conduct a marketing/sales event immediately following an educational event in the same general location (e.g., same hotel).”

Removal of the prohibition on conducting a marketing/sales event immediately following an educational event in the same general location (e.g., same hotel) would allow agents to conduct marketing/sales events immediately following an educational event at which they could, as defined by CMS “steer, or attempt to steer, enrollees or potential enrollees toward a plan or a limited set of plans.” In other words, talk about specific carriers and plans as well as after the presentation obtain a signed Scope Of Appointment and complete an enrollment.
